Where a sign wont download that has an RSS News feed,  you need to edit the ticker layer by changing "http" at the beginning of the URL to "https". The option to do this is in Creator. Open your sign and then navigate to the Ticker Tool in the left hand menu you can correct the URL in the URL box.
